Russian President Vladimir Putin has signed a bill allowing authorities to issue electronic conscription notices to draftees and reservists, amidst ongoing fighting in Ukraine.

The new legislation was fast-tracked as the Russian military prepares for a potential Ukrainian counter-offensive.

In the past, many Russians have avoided military conscription by simply staying away from their registered address, as Russia’s current military service rules require in-person delivery of notices.

However, this new law closes that loophole and allows for electronic notices to be sent, increasing the likelihood of conscription.

The move has sparked fears of a new wave of mobilization in Russia.
