A massive fire broke out in Belgorod, Russia, on the night of April 16-17, leaving parts of the city without power.
Local Telegram channels reported that an explosion occurred at a substation near the detention center.
As a result, some areas lost power.
The regional authorities confirmed two fires but stated that there were no casualties.
